Robert L. West

Since 1973, Rob West has been involved in the financial industry. Rob’s expertise in the insurance business led him into a successful practice as a Certified Financial Planner, Registered Investment Advisor, Registered Representative & Vice President for two National Wall Street financial firms, and an Estate/Probate and Trust Paralegal.

In 1990, Rob moved from the Wall Street investment scene to open Estate Planning Strategies Agency, Inc. and EPS Investment Advisors. Operating from his 3,000 square feet office condo building, he staffed two attorneys, two CPA’s and 14 sales associates.

Rob re-directed his extensive financial background into estate planning para-legal and financial plan writing focusing on the estate planning and asset protection needs of his clients.

Rob’s credentials include:

  • Certified Financial Planner and Series 7, 63 licensed Reg Rep & Wall Street VP
  • Independent Registered Investment Advisor Registration
  • Life, Accident and Health Insurance License

In 2003, Rob advanced from the mainstream financial industry. His focus centered on the financial education industry, mortgage foreclosure defenses, and financial research into global money and (central) banking.

Rob assumed the role of Senior Financial Strategist for RME Advisors, LLC and The Financial Preservation Network, LLC as a co-founder in 2007 and 2012 respectfully.

In 2016, Rob expanded business operations again. Having cultivated 47 years of continuous Financial Research, Advice, Services, and Strategies, he is uniquely qualified to share knowledge, information and contact capital.

“Gem State Paralegal Planning” emerged March 1, 2018.

Emphasis is placed on re-engineering business and estate models to measure the income tax and asset protection benefits of a specialized IRC 643 guided spendthrift trust for business owners and owners of valuable property.

Rob is an expert in planning Extraordinary Business Owner Benefits and solving complex financial matters.

Although Rob is the Standard Bearer and Founder of the company, Gem State Paralegal Planning is also a collective of other professional partners who have been invited to join this platform as Insiders.

Rob resides with his wife Lt. Col Deanne Bender, USAF Retired on a small ranch in Franktown, Colorado. They enjoy family gatherings with son Chris and his wife Ely in Ohio, daughter Leslie and her husband Dennis in Colorado and daughter Amy and her husband Sean in Florida. All combined they have blessed Rob and Deanne with eight grandchildren.

Gem State Paralegal Planning has a team of Enrolled Agents, CPAs and Attorneys who review our business models and implement them with trust structures suitable to each client’s need. Our team is led by Matthew Jennings, the National Spokesperson for Wealth Preservation Trust, our key independent strategic partner.

Matt has an MBA in Finance and is an Internal Revenue Service Enrolled Agent, the highest designation awarded in the field of taxation from the IRS. He is a Fox News Contributor on tax matters, a United States Tax Court Practitioner and is an ABD (All but Dissertation) doctoral student in finance.

In typical usage of the term, the ABD graduate student has completed the required preparatory coursework, passed any required preliminary and comprehensive examinations, and met all other requirements except for the research requirements, typically including the writing and defense of a dissertation

He also has an engineering graduate background from The General Motors Institute (GMI), and is a Gulf War Veteran who fought and served us as a soldier in the United States Marine Corp.

With more than 21 years in the consulting industry, he’s consulted for dozens multi-million-dollar enterprises. He’s advised on multiple aspects in business with an emphasis on taxes and finance.

His focus industries have included oil and gas, insurance, automotive finance, and retail. He currently directs the tax resolution program for the company.

MBA – The Master of Business Administration (MBA or M.B.A.) is a master’s degree in business administration (management). The MBA degree originated in the United States in the early 20th century when the country industrialized and companies sought scientific approaches to management.

EA – An enrolled agent (EA) is a federally-authorized tax practitioner who has technical expertise in the field of taxation and who is empowered by the U.S. Department of the Treasury to represent taxpayers before all administrative levels—examination, collection, and appeals—of the Internal Revenue Service.

USTCP – The United States Tax Court Practitioner is a Circular 230 professional who has passed the an extremely challenging written non-attorney Tax Court admission examination. The USTCP candidate must also be sponsored by two members of the Tax Court bar, subscribe an oath or affirmation, be of “good moral and professional character” and possess the “requisite qualifications to provide competent representation before the Court.”

CEP Certification – The CEP certification is an internationally recognized designation that reflects high industry standards. CEP designees must possess a commitment to professional education, knowledge and achievement.

RFC Designation – Qualification and Educational Requirements


Candidate must meet all of the following requirements:

  • Three years full-time experience as a financial planning practitioner in the field of financial planning or financial planning services.
  • Required licenses to engage in financial planning profession.
  • A sound record of business integrity with no suspension or revocation of any professional designations or licenses. Must be in good standing with all licensing bodies and organizations.

Education Requirements

One of the following:

  • Hold one of the following professional designation: AAMS, CFA, CFP, ChFC, CLU, CPA, EA, LUTCF.
  • A Series 65 Securities license or one of the following combinations: Series 6 & 63, Series 6 & 66, Series 7 & 63, Series 7 & 66.
  • Life Insurance license.
  • A Bachelors’ or advanced degree in Business, Finance, Economics, or a related field.
  • Education requirements can also be met by completing the entire course requirements for the following IARFC designations: RFA, RFC or MRFC.

Certified Estate and Trust Specialist – The CES™ designation expands your range of services to include estate planning and asset repositioning on behalf of your financial planning clients. With CES™ knowledge and strategies, you can offer expert guidance on:

Stephen J Gillette
Aurora, CO

Mr. Gillette has over 45 years of business operating experience as a senior officer of both public and private companies. Prior to his current role at Cirrus Ventures, Mr. Gillette was a Managing Director at Hunter Wise Financial Group, LLC and Hunter Wise Securities, LLC, an Irvine, CA based investment banking firm.

Beginning in 2003, Hunter Wise’s Denver team assisted small and medium sized companies in the areas of mergers & acquisitions and corporate finance, raising several hundred million in debt and equity capital.

Mr. Gillette began his business career in general aviation as a flight instructor and spent 21 years in the airline business where he was co-founder and CEO of two regional airlines.

In addition, Mr. Gillette was responsible for executing numerous equity, debt, lease and other corporate transactions. Mr. Gillette graduated from Rutgers University where he received a BS in Economics and now resides in Aurora, CO with his wife, Zee.




Larry McConnell
Dallas/Ft. Worth, Texas


Larry entered the financial business with a Securities License in 1971, while continuing an exciting lifestyle as a professional rodeo rider. After completing a business transaction with a manager of Investors Diversified Services (then the largest Mutual Fund Company in America) he was offered an opportunity to move to their office in Baton Rouge, Louisiana where he launched his practice of Estate Planning. He added insurance to his practice with IDS’ sister company Investor’s Syndicate Life.

Over the years he became an Independent Financial Contractor, always seeking the best options for clients.
